潘觐缋，国画家。字野贤，别署江淮画鱼人。一九一七年二月十七日生于泰县俞垛（今泰州姜堰市俞垛镇）。一九三七年夏考入上海新华艺术专科学校，师从汪亚尘等名家。一九四一年上海新华艺专毕业后曾从事中等艺术教育。一九四七年始一度以卖画为生。一九四九年任泰州人民教育馆文艺组副组长。原中国美术家协会会员、民盟江苏省书画会副会长、泰州文联副主席、泰州市美术协会主席、泰州市书画院副院长等。二级美术师。一九九六年逝世。
潘公生前性喜钓鱼、养鱼、观鱼，深谙鱼类的生活习性。其绘画生涯发轫于上世纪四十年代，从师于汪亚尘、姜丹书、唐云等前辈，得过徐悲鸿、潘天寿等名家指导。早年在上海新华艺专习画时，深得画鱼名家汪亚尘先生法乳，与鱼画结下了不解之缘。毕业后回家乡从教，兼画花鸟。建国前夕旅居泰州，以卖画兼职教书维生。后进文化馆从事美术工作，直至退休。
为直观地体察、采集金鱼的外形风貌，潘公浸沉于缸盆之间，或清缸、净盆；或换水、捞虫，闲观鱼趣，乐此不疲。其创作达到“非鱼而知鱼之乐”的境界，终以画鱼名世。潘公笔下以鱼类为主要题材的花鸟画，五十年代初即为北京、上海、长安人民美术出版社出版。后应邀在南京、扬州、厦门、武汉、青岛等地举办个人画展。数百幅画作被国内报刊选用，在美国、西德、加拿大、新加坡以及香港地区深得各界人士好评，并有《国画鱼类画法》等专著存世。一九七五年，著名篆刻家、书法家钱君陶为潘公治印两方，“江淮画鱼人”自此闻名。
画鱼之难，在于画得鱼犹在水。张大千说过：要能表现出鱼在水中悠游的样子，才算是体会入微。潘公一改历代鱼类画家以俯视法入画的套路，从正面、侧面、背面乃至反面摹写金鱼形态。画游鱼，不
管是停定缸盆时的悠闲自在，还是摆劲韧之翼出没于藻间的舒缓灵动，抑或是拖轻柔之纱穿梭于同类时的组合转换，均构图严谨，笔墨简洁，穿插巧妙，且不把鳞、鳍等物画得过于仔细、死凿，而是若有若无、若隐若现，虽然不画水，但有宛在水中的感觉。诗人贺敬之观看潘公鱼画后赞叹：画中鱼很有动感，就像是在水中。

一九八七年，由泰州书画院编辑，香港联华出版印刷公司出版的《江淮画鱼人潘觐缋画集》，收录潘公的百幅精品画作。国防部长张爱萍、著名艺术大师刘海粟、上海画院名誉院长唐云为画集题字。江苏省文联主席、作家李进在为画集撰写的序言中，借邑人郑板桥自题诗，略作修改以赠潘公，诗云：四十年来画鱼姿，日间挥洒夜间思，非鱼我却知鱼乐，画到生时是熟时。
