1936年7月出生。辽宁阜新人，字子鹤，号那立闪人，斋室鹤鸣园。1955年毕业于吉林省四平师范。曾任文化馆、艺术馆美术干部，吉林省四平书画院院长，国家一级美术师。中国美术家协会会员、吉林省美术家协会理事、四平市美术家协会主席。四平市职称、专业技术拔尖人才评委。中国书画函授大学四平分校校长、教授。
作品有《喂鸡》、《好好学习，天天向上》等，《鹤乡曲》入选第六届全国美展，《知音》入选第七届全国美展。
1960年开始美术创作，入选全国第六、七届美展，获吉林省美展一等奖两次，二、三等奖多次。
1990年9月应台湾中华老壮学会、中国国际文化交流协会之邀，参加第二次世界道学会议，并聘为大会主席团荣誉主席。
1992年7月应邀参加台湾“第一次两岸学术文化交流研讨会暨名人书画展览大会”。
1995年1月参加由中国美协、中国书协、中国书画函授大学在北京中国画研究院联合举办的“中国书画函授大学校庆十周年”书画作品展览，荣获一等奖。
1995年10月应台湾中国美术家协会、国际文人画家总会之邀，赴台湾参加“两岸教授、美术名家创作交流研讨会”并被聘为理事、总会常务理事，同时举办个人画展。
1999年10月荣获第五届国际书画作品展览金奖。
2000年5月被授予吉林省二十一世纪文学艺术活动中“卓著贡献的艺术家”称号。
2001年7月荣获“中国百名市长书画艺术大展”特别荣誉奖。
2001年10月荣获“祖国颂”国际书画大赛特等奖。
2004年3月、5月应邀为北京人民大会堂和毛主席纪念堂绘制巨幅国画：《松鹤迎春》、《路漫漫》和《征程》。多次赴日本、马来西亚、台湾、香港等国家和地区举办画展、讲学和文化交流。
出版画集《山水花鸟画谱》、《3D文欣仙鹤画集》、《文欣画鹤》、《中国当代美术家精品集——邓文欣专集》、《3B文欣国画新作》等，个人传略载入国内外
