中共党员，河北省高阳县人。1944年毕业于延安鲁迅艺术文学院四届美术系，曾随王震南下部队打到广东。日本投降后，他又随部队回长江以北，杀出一条血路和李先念部队会合，曾任鄂北报社副社长兼总编，1946年分配到东北工作。历任中共黑龙江省委暨哈尔滨市委国际活动指导委员会副主任、中苏友协常务副会长、中共哈尔滨市委常委、宣传部长兼市文联主席，市政协副主席、党组副书记。
牛奶文同志还发表了多篇文艺评论文章，如《到生活的激流中去》《学习邓小平有关文艺工作的几个问题》《毛主席在延安文艺座谈会讲话以来的回忆与思考》等。2006年出版了两部书画选集有《战士学文化》、《仁义之师》。论文有《谈宣传画展》等。
团结大批全国有名的歌唱家、画家、作家如张权、卓明礼、隶书年、杨角、张晓菲、李清泉、乌白辛、王立三、刘施任、尹瘦石、张钦若、仑传注、毕宗、云燕铭、高兰、等，为繁荣黑龙江和哈尔滨文学艺术做出了贡献，并在全国产生了重大影响。
倡导并发起的"哈尔滨之夏音乐周"活动，以及组织哈尔滨话剧院的《以革命的名义》《乐观的悲剧》《千万不要忘记》等剧目在全国巡回演出，均轰动了全国。此外还为"北大荒版画"的崛起做出了有益的贡献。
