浙江黄岩县人。一九三一年毕业于上海美专。“七·七”事变后，带领一些爱国青年赴延安。在延安鲁艺美术系任教。曾参加延安文艺座谈会。一九四六年任《海滨画报》社社长。一九五一年任文化部艺术局美术处长、文化部艺术教育司副司长。一九五八年后任中央工艺美术学院副院长。编著有《窗花》、《新美术运动及其他》等。《窗花》一书，是研究中国剪纸艺术最早的专著。论文有《为了美化人民的生活》、《漫谈工艺美术》、《为了提高工艺美术创作水平而努力》和《国画问题》等。主要作品有山水画《长征路上》，草书《周总理送蓬仙诗》等。后者陈列于北京人民大会堂。现任中国书法家协会副主席、中国美术家协会理事、文化部艺术委员、北京市书学研究会副会长。

 People from Huangyan County, Zhejiang Province. Graduated from Shanghai College of Fine Arts in 1931. After the July 7th Incident, he led some Young Patriots to Yan'an. He teaches in Yan'an Lu Art Department. He has participated in Yan'an Literature and Art Symposium. In 1946, he was the president of the Coastal Pictorial. In 1951, he was appointed Director of Fine Arts Department of the Art Bureau of the Ministry of Culture and Deputy Director of the Art Education Department of the Ministry of Culture. After 1958, he became Vice President of the Central Academy of Arts and Crafts. He has edited Window Flower, New Art Movement and others. Window Flower is the earliest monograph on Chinese paper-cut art. Papers include "To Beautify People's Life", "Talking about Arts and Crafts", "To Improve the Creation Level of Arts and Crafts" and "Chinese Painting Problems". The main works are landscape painting "Long March Road", cursive "Premier Zhou Send Peng Xian Poems" and so on. The latter is displayed in the Great Hall of the People in Beijing. He is currently the Vice-Chairman of the Chinese Calligrapher Association, the Director of the Chinese Artists Association, the Art Member of the Ministry of Culture, and the Vice-Chairman of the Beijing Calligraphy Research Association. His works include printmaking Printer, Chinese painting Long March Road, and Chinese painting from Lana to Karcha Road, which were selected in the 4th National Art Exhibition. Published "Shuliang Calligraphy and Painting" and so on. He died of illness in Beijing in July 1991 at the age of 90. In 1994, the People's Government of Huangyan City built the "Chen Shuliang Calligraphy and Painting Museum" to commemorate the renowned master of painting and calligraphy. Located in Jiufeng Park, Huangyan, with an area of 1500 square meters and a total investment of nearly 1 million yuan, this "Chen Shuliang Calligraphy and Painting Museum" was solemnly opened on November 7, 1994. Its name was inscribed by Liu Haisu, a famous master of traditional Chinese painting. Xiao Yuan, Mrs. Chen Shuliang, came from Beijing to attend the opening ceremony and donated all the good works of Chen Shuliang's family, including 250 calligraphy and paintings, 94 seals, 61 books and 20 letters from famous experts, as well as songs and records of her cooperation with Shuliang during the Anti-Japanese War. The title of the classic TV series Journey to the West, which was produced by CCTV Teleplay Production Center in 1982, was written by Mr. Chen Shuliang at his invitation.
