张万琪,1944年10月出生在浙江嵊州市。中国美术家协会会员；中国水彩画家学会会员；中国国画家协会理事；中国画院副院长；浙江省水彩画家协会理事；浙江中国花鸟画家协会理事；绍兴市美术家协会副主席；绍兴市文理学院副教授；绍兴中国画院副院长。
中国画《林间细语》为丹麦友人、《夏雨》为日本友人购藏、《望秋》获中国扇面书画艺术展金奖，《映红》获水墨状态――现代书法美术家作品邀请展金奖。九十年代连续三年在新加坡“中国书法美术家作品邀请展”上获金奖。人民日报、嘹望杂志专版介绍。
应邀在呼和浩特市内蒙美术馆举办个人水彩画展览和中国美术学院美术馆举办“张万琪画展”。
出版有《写意花卉画范例》、《中国美术家张万琪画集（中国画）》、《张万琪水彩画作品选》、《中国书画百杰张万琪作品选》、《张万琪画花卉》、《溪花山风－张万琪画集》。
荣获国家教育部颁发的“曾宪梓教育基金奖”。
