李保民，1952年3月出生于甘肃兰州市，1965年10月参加工作，1968年参军进疆，在新疆军区服役三十年，1986年，曾先后毕业于解放军艺术学院、武汉军事经济学院、西安政治学院，现为中国美术家协会会员，中国秦文研究会书画艺术委员会评委、中国诗书画研究会研究员、新疆边塞山水画研究会理事、新疆书画研究院秘书长、中国美协新疆创作中心副主任。
在三十年的军旅生活和创作生涯中，曾多次闯入“生命禁区”的昆仑山、天山、火洲、沙漠、冰川等地边疆哨卡及兄弟民族地区，体验生活，采风创作。擅长边塞山水画，博采众长，用笔大胆、泼辣、富有灵性，雄浑大气。多年来曾创作600余幅作品，其中200余幅被省内外和军区单位收藏，部分作品被朝鲜、日本、台湾、香港收藏。1992年2月，八一电影制片厂为其拍摄《冰雪画》个人新闻专题，作品《塞外风光别有情》，92年获新疆美协首届山水画大展一等奖，1997年6月创作《香江百年归》被香港行政长官董建华先生收藏，同年8月新疆乌鲁木齐举办了首次《边塞山水个人画展》，新疆日报、新疆电视台等十余家新闻单位做了专题报道，同年被收入《中华人物》大典，1998年1月被收录入编《当代中国美术家》光盘。1998年5月在故乡兰州举办了《西部山水画个人画展》，受到各界同仁及社会的好评，画展期间还举办了“个人作品研讨会”，甘肃省内外四十多位知名画家到会，就作品给予充分肯定和鼓励，甘肃电视台做了专题报道。1998年9月，在中国美术馆举办了《李保民西部山水画展》，受到各界同仁及社会的好评。中国著名画家秦岭云老先生为画展题写“境界博大、笔墨新颖”，中央电视台、解放军报、北京青年报、新疆日报、新疆电视等新闻单位做了专题报道。
