王伟平，1948年生于河北，又名雪尧，怀丁阁主，现居北京，目前任北京运河书画院常务院长；国家一级美术师，中国美协会员，中国彩墨肌理雪景画创始人，被中国人事部评为雪景画专家，黑龙江省美协理事，哈尔滨冰雪画院首任院长，哈尔滨国画会秘书长。幼年受王雪涛，王仙蒲国画大师亲授水墨画技法，毕业于哈尔滨师范大学艺术系，结业于中国美院国画系，两次赴美，受美国俄勒冈州艺术馆约请，展览交流讲学。三次赴欧洲展览，举办了匈牙利首届华人画展，以及于德国、奥地利等国的欧洲巡展，展览情况中央电视第4台滚动播放。作品《冰河飞马》获98世界华人书画作品展优秀奖，获国家群星大奖，在中国艺术博览会上成为售价最高作品。著有《彩墨肌理雪景画技法》一书，对中国山水画现时代进程的推动和新技法的普及与应用，在美术界做出首次的贡献，翻开了现代山水画新技法从理论到实践的新篇章。
