朱明德，著名画家。曾任北京市门头沟区委副书记兼政法委书记兼政协主席；北京市社科院党组书记、院长，北京市文联党组书记、常务副主席。现任北京师范大学北京文化发展研究院教授、副院长、北京作家协会会员、北京美术家协会会员、北京影视艺术家协会理事、中华爱国工程联合会理事。
曾主编《北京社会科学》杂志。主持并主编了《北京城市角落调查》、《北京抗非典备忘录》、《首都科技反恐与科技创安》。　
曾成功策划门头沟爨底下村的开发，曾为中央台“百家讲坛”成功策划“阎崇年正说清史十二帝”。　当兵开始文学创作，曾发表过小说、散文十多篇并出版文集《珍惜相遇》。所创作的电视剧本《京西寻根》1998年被北影拍成电视剧，在中央台、北京台播映。　
?　　自幼自学美术，四十年坚持画画，先后出版《访日速写日记》、《俄国、德国速写日记》、《广东、福建速写日记》、《中央党校学习生活速写日记》、《朱明德钢笔画选》、《朱明德生活感悟画》等画集。并在《人民日报》的《讽刺与幽默》等报刊发表速写及漫画作品。近十年开始画国画，以十三年的水产生活为素材，创作水墨鱼，把对生活的感悟和哲理寄情于“鱼”。
