生于全国书画之乡——安徽太和。字砚滨，号石上墨客，斋号啸风堂。中国美协会员，中国书法家协会会员，中华诗词学会会员，太和美协主席。师从著名书画家刘炳森、卓然、陈子卿。2007年至2009年就读于中国国家画院山水高研班赵卫工作室，现居北京。

2000年书法作品入选《第八届全国中青年书法篆刻展》；2004年10月，书法作品入选《首届皖北煤电杯全国书法大展》；2006年12月，书法作品获中国书协培训中心教学成果展二等奖、记者节全国新闻界书画作品展二等奖；2008年12月，书法作品获庆祝记者节第二届全国新闻界书画作品展一等奖。
2002年虎画作品《啸傲图》入展中国美协举办《全国迎奥运中国画展》、虎画作品《夜静不知眠》入展中国美协举办的《西部辉煌中国画作品提名展》；2005年5月，山水《化石》获安徽美协举办的首届美展获奖提名；2005年10月，作品《蒹葭苍苍》入选中国美协举办的《太湖情》中国画提名展优秀奖；2008年7月，山水《琴韵》入展《2007中国国家画院教学成果展》。2009年7月，山水《碧溪绕山村》入展《2008年中国国家画院教学成果展》。
2008年7月出版《杨彦斌画集》。2010年8月出版《石上墨客》诗、书、画集。2011年出版《杨彦斌书画作品集》，2012年出版《杨彦斌书画作品集》。
书画作品多次在国家级媒体、报刊杂志上推介和发表。并且多幅书画作品被韩国、香港、澳门、台湾及国内有关机关团体、专业画院及海内外友人收藏。
