雒三桂，别署琴音堂主、南阳布衣、河内人等。男。1963年7月生。河南省武陟县人。著名文化史和美术史学者，书画家。
1978年9月至1982年7月就读于河南大学历史系，获历史学学士学位。1984年9月至1987年7月就读于四川大学历史系，攻读中国古代史专业秦汉史方向硕士学位研究生，获历史学硕士学位。1987年7月至1991年7月在西安交通大学管理学院工作。1991年9月至1994年7月就读于北京师范大学中文系，攻读中国古代文学专业先秦两汉文学博士学位研究生，1994年7月毕业，获文学博士学位。1994年7月至2003年7月在中国人民大学中文系工作，副教授，硕士生导师。2003年7月至2004年7月在中国青年政治学院中文系工作，副教授。2004年7月调入人民美术出版社，先后任人民美术出版社美术理论编辑部副主任、中国美术编辑部副主任和书法篆刻编辑部主任，编审;人民美术出版社学术委员会委员，《中国美术》、《中国书画》等杂志编委或学术顾问。
现为光明日报摄美部副主任，当代著名花鸟画大师孙其峰入室弟子。同时长期从事中国古代文化史、书画史研究，成果丰硕，并有相当学术影响。山水画临摹古代名家，于宋、元各家尤有心得;书法临摹研习中国历代名家近三十年，于王羲之、颜真卿、米芾、王铎等用功尤深，长于行草书法，并精擅楷书、篆书。兼任中国国家画院公共课导师，中国艺术研究院篆刻院特聘教授，“2012伦敦奥运会美术大会”艺术评审委员会主任委员，山东京博集团楹联博物馆学术顾问，北京市旅游发展委员会特聘“北京旅游文化使者”。书画作品先后荣获第一届水立方杯书画大展特约奖，“2012伦敦奥运会美术大会”金奖。
主要学术诸作有：《诗经散论》(商务印书馆)、《诗经新注》(与李山合著，齐鲁书社)、《王羲之评传》(人民美术出版社)、《千年书法》(主撰，民主法治出版社)、《中国书法史》(全国“十二五”普通高等院校艺术类教材)、《龚贤传》(人民美术出版社)、《任伯年传》(人民美术出版社)等。并出版《三桂书画集》(四川美术出版社)。所编撰书法技法类图书则有《怀仁集王羲之书圣教序技法解析》、《九成宫醴泉铭技法解析》、《欧阳询楷书结体三十六法》等。
在《文艺研究》、《北京师范大学学报》、《四川大学学报》、《自然科学史研究》、《收藏家》等刊物发表学术论文十余篇。
