1962年4月的一天，黄晓芬出生在福建省蒋乐县，中国美术家协会会员、中国美术家协会广东省分会会员、中国重彩画研究会研究员、中国工笔协会会员、深圳市美术家协会会员、深圳市女画家协会会员、北京工笔重彩画协会会员、中关村画院副秘书长、中关村画院艺委会机构委员、北京国画艺术家协会理事、北京翰得缘书画院副院长、京华女子十二画坊成员之一。
早期师从湖北著名花鸟画画家李国俊，毕业于中国书画艺术学院，先后就读于中央美术学院国画系、北京画院莫晓松工作室、中国艺术研究院研究生院、工笔重彩蒋采苹工作室研究生课程班、郭继英工作室、2007年考入中国艺术研究院、郭怡孮花鸟画创作高研班，现为职业画家。作品多次在全国性大展中入选并获奖。
