刘增祺，生于陕西，工作于新疆，现居北京。中国美协会员。毕业于阿克苏艺校、新疆大学。结业于中央美院、广州美院、中国艺术研究院、中国人民大学。师从张立辰、杜滋龄、任惠中、刘书民、王乘等名家。曾受聘于广州美院，现为新疆教育学院特聘教授、喀什师范学院客座教授、北海画院副院长。办个展二十余次，发表论文数篇，出版著作：《龟兹壁画与研究》，出版连环画三本。作品多发表于《美术》、《人民艺术家》、《书与画》、《美术界》、《美术报》、《中国书画报》等媒体。多家电视台曾报道或播出专题片。
