生于河北曲周县。北京画院专业画家，一级美术师。中国美术家协会会员。北京文艺百人工程人才。曾任河北邯郸师范专科学校美术系主任、教授，北京工笔画会理事，中国重彩画研究会副秘书长。
1986年毕业于河北师范大学美术系；1989年结业于中央美术学院国画系。1998年结业于文化部重彩画高级研究班。
作品曾参加中国第七届，第九届全国美展；中国首届工笔山水画大展获“金钗奖”。中国第二届，第三届，第四届，第五届工笔画大展。其中第三届获“铜奖”，第五届获“优秀奖”。作品参加中国中青年工笔画家提名展，第二届油画风景中国画山水对比展，首届重彩画展，学院工笔展，北京风韵系列展等。1993年应邀赴日本中川美术馆举办个人画展。作品曾在《美术》《水墨》《画廊》《文艺报》《中国政协报》等杂志，报刊，画册发表并专题介绍。作品曾被北京画院，深圳美术馆，日本中川美术馆等专业机构和企业及个人收藏。
出版有《郭宝君意向山水》，《当代名家精品——个郭宝君》，《郭宝君梦幻抒情展作品集》《21世纪有影响力画家个案研究——郭宝君》。

1999年：作品《红雾》入选北京工笔画精品展。作品《空谷》《回声》《红雾》《谷声》《悠悠黄土》入选99中青年工笔画家作品提名展。
2000年：‘当代名家精品-郭宝君’画册。作品《鸣雪》入选“全国重彩画首届展”获“优秀奖”。《千丈万仞》等十幅作品参加在日本奈良美术馆，酒田美术馆举办的中国现代绘画至宝展。
2001年：作品，《冥雪》入选“北京工笔重彩艺术精品展”。
2002年：作品《鸣雪》之一，之二，之三入选“北京画院建院45周年暨大匠之门美术作品展”。
2003年：作品《响雪》入选全国第五届工笔画大展获优秀奖。《静雪》入选“首届中国工笔重彩小幅作品艺术展”并获“佳作奖”。作品《孕》入选“第二届全国画院双年展”；作品《银装素裹》，《恭王府》两幅人选北京风韵-园林胜境展。《鸣雪》参加中国重彩画邀请展。
