辽宁凤城人。现为海军部政治部文艺创作室专业画家，国家一级美术师，中国美术家协会会员。曾就读于中央美术学院和首都师范大学美术系研究生班。
1992年作品《杨树》获“国际中国画展暨大赛”荣誉奖。作品《早安太阳》入选建军65周年全军美展。1997年作品《月光》入选“建军七十周年全军第九届美术作品展”。1998作品《堤》获“抗洪精神”全军美术作品展优秀奖。1999年作品《静夜》入选“跨世纪暨建国五十周年山水画展览”。2002年作品《舰船边上是家乡》入选建军75周年第十届全军美术作品展。2003年作品《月圆之夜》入选“第二届全国中国画作品展”。2004年作品《探索》入选“绿色时空－－庆八一中国人民解放军美术精品展”。1999年12月应邀出访瑞士举办画展。出版有《高维洲写意山水作品》、《高维洲国画作品辑》等。
