国画家冯占奎，笔名苦墨，山东省菏泽市人，1954年生。八十年代师承著名画家高冠华先生，为其入室弟子。曾就学于中央美术学院国画系、中国美术家协会培训中心中国画高研班。现为中国美术家协会会员、国家高级美术师、中国美术家协会培训中心创作室画师、中国画院画家、台北市国宝画院名誉院长、山东省第八届政协委员、中国城市艺委会委员。
