北京人。1952年生，笔名晓谷。中共党员。大专毕业。1969年应征入伍，历任战士、书记、干事、秘书，中国文联团委书记、机关党委副书记。1969年至1981年解放军吉林省军区政治部秘书，1975年开始发表作品。1981年至1995年中国文联团委书记、党办主任，1995年至2000年中国文联机关党委副书记，2000年至2002年中国文联精神文明委员会办公室主任，2002年至2003年中国文联办公厅。
中国美术家协会会员，中国作家协会会员，中国音乐家协会会员，中央直属机关书画协会理事、中国诗歌学会会员，中国音乐文学学会会员，中国散文诗协会理事，中国音乐着作权协会会员，中国书画经营家协会会长，全国书画院创作交流协会常务副主任。
2001年加入中国美术家协会、1994年加入中国音乐家协会、1998年加入中国作家协会。出版著作有《谷福海国画集》、《谷福海花鸟画集》、《谷福海百扇诗书画集》、《谷福海短诗选》、《绿色的相思树》、《旅人之恋》、《爱的表白》、《万里金湖步步歌》、《我的名片：中国》、《温馨的五色花》。先后在国内外发表作品近千件，其中美术作品和评介文章在人民日报、光明日报、经济日报、中国文化报、中国艺术报、中国书画报、中国老年报、人民政协报、现代书画家报、澳大利亚《澳洲新报》、美国《星岛日报》、《洛杉矶侨报》、日本《华文日报》、印尼《星岛日报》等报刊刊登，部分作品选入《中国画名家作品集》、《当代艺术家书画集》、《中国书画名家小品画集》、《中央国家机关书画家作品集》、《中华儿女众志成城画集》、《中国美术金彩奖作品集》、《中央电视台书画展作品集》、《翰墨丹青战非典作品集》、《中国兰花节书画作品集》、《秦皇岛之夏全国书画展作品集》、《黄河情全国书画展作品集》、《二十一世纪全国书画展作品集》等。2001年举办个人画展，2002年与李春海．赵占东．王玉良．孙志钧等举办联展、2002年与郑绍敏、柴京津举办联展、2003年在北京举办第二次个人画展、2004年在唐山举办第三次个人画展。
曾任中国美术金彩奖．二十一世纪全国书画大奖赛．黄河情全国书画大奖赛．奥林匹克全国书画大赛．全图书画家采风成果汇报展等全国性展览的评委或评委会负责人．率中国书画家代表团出访过澳大利亚．马来西亚、美国、日本、俄罗斯、法国、德国、瑞士、荷兰、意大利、比利时、卢森堡、印尼、南非、阿联酋、新西兰、韩国、菲律宾等国家和我国的台湾、香港等地并举办画展．另外在全国几十家报刊上发表诗歌、歌词、散文、小说等600余篇(首)，其作品曾获奖20余次。
