王作千，1949年生于辽宁省昌图县，1986年—1988年进修于鲁迅美术学院国画系，1993年赴北京画院进修，现为中国美术家协会会员，辽宁省美术家协会理事，辽宁画院特聘画家，辽宁省铁岭市美协副主席，现为重庆臻纪文化传播有限公司签约艺术家。
他天赋充盈，擅乐器，悟绘画且勤习，1986至1988年进修鲁迅美术学院国画系，1993年进修北京画院，2000年参加中国文联山水画创研班。多年来主攻山水画创作，成绩可鉴。1990年5月，国画《旱地拔葱》入选辽宁省首届体育美展；1991年6月，国画《晚秋》在辽宁省庆祝建党七十周年美术作品展览中荣获二等奖，7月，该画入选建党七十周年全国美展，并被国务院收藏；1992年5月，国画《老秋》入选“纪念毛主席在延安文艺座谈会上的讲话”发表五十周年省美展；1994年12月，国画《默土》入选第八届全国美展；1997年8月，国画《北地》参加“东北风”东北三省国画联展；1999年6月，国画《晚炊》获庆祝建国50周年辽宁省美展优秀作品奖，同年12月，国画《无言的土地》在迎’99澳门回归中国画·摄影作品大展中入选，国画《黑土魂》在“鑫光杯”迎澳门回归中国画精品展中获优秀奖；2000年3月，国画《梦回黄石寨》在“世纪·中国风情展”中国画展中获银奖且被收藏；2001年7月，国画《生息之地》在纪念中国共产党成立80周年辽宁省美术作品展中获银奖，随后，该作品入选建党80周年全国美术作品展；曾于1993年参与举办北京东郊画家水墨画巡回展，于2001年10月随铁岭市中日友好交流团赴日举办画展。作品参加中、日、韩、匈四国联展，并应中国美协大连展览中心之约参加辽宁名家邀请展。
