王承典，男，汉族，笔名王喆。生于山东临朐。1982年毕业于山东曲阜师范大学中文系，2000-2001年在解放军艺术学院国画研修班进修。曾任过临朐县杨家河公社兽医站兽医、县委宣传部报道组干事、理论教员、公社党委书记、市委办公室副主任，县委副书记、淄博市文化局局长、《红旗》、《求是》杂志社编辑，地区副专员、山东省文化厅副厅长等职；现任山东省文联党组书记、山东省文联副主席，山东美协主席，中国作家协会会员、中国书法家协会会员、中国美术家协会理事、山东画院高级画师。　　
出版有小说散文集《小镇名医》（华艺出版社）、诗歌集《大地五线谱》（上海学林出版社）、《王承典画集》、《王承典书法集》、《王承典诗集》、《王承典小说》、学术专著《淄博文物与考古》等著作。
二十多年来，先后在《人民日报》、《文汇报》、《中国文化报》、《文艺报》、《大众日报》等报刊发表书画作品百余幅，并多次参加国内外书画展并获奖；国画作品参加过山东省建国50周年书画展。书画作品被日本、德国等国家和地区以及香港、台湾美术馆收藏。
