陈新民，字辛旻，江苏徐州市人。中国美协会员，江苏国画院特聘画家，徐州市民进书画院副院长，中国著名生态画家。精画动物，亦擅长山水、花鸟。师从刘梦笔、刘惠民（老耘）先生。后经金石书法大家朱复勘先生点拨，并在其百猫图上题字。2001年进中央美院深造，2002年被聘为江苏省国画院特聘参展画家。2004年获大连艺术博览会奖（中国美协主办），同年作品《初雪》入选江苏省建国55周年美展。作品《野芦冷月》.《初雪》等先后在中国美协展览上获奖其画以笔力苍劲，构图巧妙著称，工笔写意，书法，山水无所不精，其表现动物种类之全，之精，实数难得。
