罗霄，原名罗宝富，1963年1月生于吉林永吉，毕业干长春大学特教学院美术系国画专业。中国美术家协会会员、中国书法艺术研究院理事、江苏省国画院特聘参展画家。
1997年8月《梦笔生花》入选中国美协主办“中华扇面艺术展”。
1997年8月《家住大山中》在“东北风’东北三省美协联办的国画展中获大奖。
1998年4月获吉林市委、市政府首届松花湖文艺荣誉奖。
