杨德衡，著名花鸟画家，笔名半聪，斋名云鹤轩。1939年生，辽宁丹东人。1956年考入东北美专附中，1964年毕业于鲁迅美术学院中国画系。中国美术家协会会员，国家一级美术师，享受国务院政府特殊津贴，辽宁中国画研究会副秘书长，原辽宁画院副院长、辽宁湖社书画研究会常务副会长。
他师承著名国画家赵梦朱、钟质夫教授，擅长工笔花鸟、兼长没骨、小写意，尤精画鹤。他的作品主题深邃、意境阔达、构图严谨、清秀典雅，努力追求花鸟画的博大境界。他的作品多次参加国内外大展，毕业创作《稻香季节》是处女作也是成名作，于1964年《美术》杂志发表，在美术界引起强烈反响，被收入《中国新文艺大系1949-1966美术集》。《傲雪》参加庆祝建党60周年全国美展，《春归》、《哺育》、《古藤逢春》分别参加第六、第七、第八届全国美展，《春归》在第六届全国美展中获优秀作品奖、辽宁省政府1983年优秀文艺作品奖。曾经在北京中国美术馆、沈阳、青岛、烟台、韩国、新加坡举办个人画展，部分作品曾到日本、美国、前苏联、德国、香港、台湾等十几个国家和地区展出。部分作品由中国美术馆、天安门、中南海紫光阁、钓鱼台国宾馆、军事博物馆、京丰宾馆、京西宾馆等国家级单位收藏。大量作品在国内外出版的画集、报刊、杂志上发表。作品《稻香季节》、《春归图》被收入《中国现代美术全集》国画卷、壁画卷。出版有《杨德衡画集》、《杨德衡从艺50周年写生作品集》、《写意鹤技法》、《鹤的画法》等。
