郑伯劲，1939年生于哈尔滨，祖籍沈阳，中国美术家协会会员，国家一级美术师，享受国务院特殊津贴。历任沈阳书画院副院长，名誉院长，沈阳市美术家协会副主席、顾问。沈阳文史馆馆员，中央文史馆书画院研究员。中国扇子艺术协会艺委会副主任。
2010年，出版专著《中国近现代名家画集》、《百松图》。
2010至2011年，受中央军委办公厅、人民大会堂、中南海熬请，赴京创作山水画作品收藏并陈列：《盛世中华》、《关东雄风图》被中央军委收藏；《万壑松风图》、《锦绣中华》被人民大会堂收藏；《飞龙吐玉泉》被中南海收藏。
