吴国言(乌垠)，蒙古族1949年生于黑龙江省齐齐哈尔市。国家一级美术师。中国美术家协会会员，中国冰雪画会副会长。画室：瑞雪堂;听涛苑。黑龙江省美术家协会理事。黑河大学客座教授。享受政府津贴画家，现定居北京。魏源国际书画院副院长，北京新华书画院画家。中国民间文艺家协会剪纸艺委会副秘书长。台湾中国艺术协会荣誉理事。
先后就读于中央美术学院中国画系，和中国艺术研究院研究生院山水画研究生班。八十年代起师从于志学先生。有画集《诗画北国》《瑞雪堂诗画》《黑土艺术》等六本艺著出版。2007年荣获“中国书画百杰称号”。传记，文论和作品被收入《中国美术年鉴》《今日中国书画家》《中国民间剪纸史》等多部文集和画集，被《人民日报》，《美术》《文化月刊》《科教文汇》杂志，《文艺报》《美术报》《中国书画报》《中国文化报》《中国艺术报》《中国民族报》《羲之书画报》《神州诗书画报》《北京晚报》《北京青年报》，英文版的《中国日报》和《北京周末报》，俄罗斯《真理报》等诸多国内外媒体评介。
曾在北京炎黄艺术馆、黄山美术馆、黑河博物馆，安徽美术馆、台湾国父纪念馆，俄罗斯阿穆尔州美术馆，加拿大温哥华冬奥会等地多次举办个人画展和联展。作品在英国、日本、韩国、白俄罗斯、罗马尼亚、中国香港和澳门展出。被多家美术馆，博物馆和众多收藏家收藏，并多次获得各种奖项和荣誉称号。
