彭蠡，中国美术家协会会员，西安美术学院教授，硕士研究生导师。陕西国画院特聘画师。
1951年入成都艺专学习绘画。1956年毕业于四川美术学院，同年至西安美院任教。1979年创作中国画《寒凝大地发春华——刘志丹出狱图》获陕西优秀作品奖，入选第五届全国美展。1984年创作中国画《华山诗情》获陕西文学艺术创作“开拓奖”，入选第六届全国美展。1986年与同伴合作创作的巨型壁画《丝路风情》获第七届全国美展金牌奖，陕西省美展“特别奖”。之后，应美国俄亥俄州艺术协会的邀请，由陕西省艺术家代表团携此画在该州巡回展出，弘扬我汉唐雄风、传播友谊、交流学术，取得了良好的效果，该壁画的局部，入选法国蒙特卡洛第22届现代艺术大展。1997年创作大型中国画《燃臂当炬图》，参加“陕西当代中国画”赴北京、南京巡回展，并选送日本展出。1998年《丝路风情》收录入《中国现代美术全集》壁画卷，《游春图》收录入《中国现代美术全集》中国画卷和《中国工笔画》专集，同年创作的中国画《玄奘在印度》入选第九届全国美展及全国第四届工笔重彩画展，获丹青铜奖。2001年应邀参加新世纪首届中国画展，同年应邀参加纪念孔子诞生2550周年画展，《李白和杜甫》收入该画展专集，2001年《燃臂当炬图》入选全国画院双年展，2002年《赶巴扎归来》入选西安美院赴法国画展，2003年《美术》杂志发表此画。
自1956年开始，从事美术教育近40年，1995年退修；1989年评为陕西省先进教育工作者。1993年被表彰“为发展中国高等教育事业做出突出贡献”而享受政府特殊津贴。
