李奎根，1936年生，江苏泰州人。1955年参军，长期从事部队美术创作活动。作品除参加全国、全军及省市军区美术展外，并在全国、全军性各种报刊发表。
曾经人民美术出版社、辽宁省美术出版社出版了《雷锋》、《刘英俊》、《廖初江》、《军魂》以及《努尔哈赤》、《励精图治》等各历史时期的英雄模范人物连环画册，出版的年画有：《巾帼英雄》、《文成公主》(与李树基合作)、《三月春风》等作品。
近年创作的国画：《抗日英雄魏民》、《抗日将领闫宝航》、《别父从军》、《塔山阻击战》等被辽宁革命纪念馆等单位收藏。创作的《钟馗》流传国内外。
曾任辽宁省连环画、年画学会的理事、常务理事、辽宁省报刊美术学会的副会长职。
现为中国同泽书画研究院书画家。
