翟承海(1960.3—)山西昔阳人。中国美术家协会会员、中国工笔画协会会员、山西省美术家协会主席团委员、国家一级美术师，2010年享受国务院政府特殊津贴专家。2010年至今在北京荣宝斋画院刘大为工作室研究生课程班学习，同时在北京凤凰岭书院精英班田黎明工作室研修。
山西省美术家协会理事；山西省画院特邀画师；晋中市美术家协会副主席；晋中市政协委员；晋中市艺术馆研究员（国家一级美术师）。1993年《古塬盛会》获“第三届全国体育美展“三等奖，国家奥委会收藏；1998年《长河厚土》获中国文化部主办的政府最高奖第八届“群星奖”银奖。2000年获澳大利亚翁真如艺术慈善基金会举办的艺术大展银奖，并赴澳大利亚举办个人展，被收藏。2001年《春风--1978年古塬》获文化部中国美协主办的《庆祝建党80周年全国美术作品展览》优秀奖；2002年《家园》获美国修斯顿主办的“世界和平美术大展”铜奖，美国收藏。
