陈惠冠，男，汉族，浙江余姚人。1951年师从宗乐山学画。1955年开始创作有大量连环画、插图、中国画。1959年入人民美术出版社为创作员。1975年任《连环画报》主任。1985年起任中国连环画出版社副总编、副社长、编审。曾任中国现代美术全集编辑委员会委员、《连环画卷》副主编。中国美术家协会会员，中国版协连环画艺术委员会副主任委员。作品曾在全国连环画评奖中获奖、多种连环画以多种文字于世界各国出版发行。原作曾赴意大利、日本等国展览。中国画收于《诗情画意》画册出版。撰有若干连环画创作出版论文。1992年受国务院特殊津贴待遇奖。
