杨小民，江苏省徐州市人，毕业于南京大学并获艺术硕士学位（国家首批），专攻美术学中国画方向。中国乡村写意绘画代表性人物，以焦墨、水墨写意绘画名世。

现为中国美术家协会会员，《中国佛教艺术》执委，南京大学东方书画艺术研究中心副主任，江苏省国画院特聘画家，江苏省国画院书法研究院特聘书法家，南京古都美术馆馆长。
同时还担任江苏省青联委员、江苏省中华文化促进会理事、全国高等院校出版社书籍装帧艺术委员会副秘书长、国家民政部《中国旅游地理》杂志（国家核心期刊）编委会委员、南京大学出版社艺术图书工作室主任，润地利文化研究院中国书画研究中心主任、润地利学院导师等职务。
曾赴法国、意大利、英国、德国、瑞士、南非、津巴布韦、柬埔寨、香港、澳门等国家和地区参加国际学术会议并作艺术考察、写生。同时，艺术足迹遍布祖国名山大川以及少数民族等地区。主要学术视野集中在中国山水画、人物画的创作与研究等领域。
部分作品被博物馆、大使馆、高等院校、档案馆、佛教寺院和国内外友人收藏。
