焦岩峰(1931.10—1995)山东高密人。别名村夫，号三岭野人。自幼爱好绘画，在年画、连环画、国画、书法等方面都很有造诣。历任高密县电影院美工、高密县文化馆美术干部、潍坊画院专业画家、潍坊市文联干部。1985年任潍坊市文联、潍坊国画院一级美术师。中国美术家协会会员，中国民间剪纸学会理事，潍坊市美协副主席。前期从事年画创作，专事中国画兼及民间艺术研究。作品有年画《洪水到来之前》、《巧闺女》，连环画《西游记》等。年画《修堤防洪保丰收》(合作)中国美术馆收藏。长期从事民俗和民间艺术的调查研究，1984年组织山东高密间艺术晋京展，辅导民间剪纸新秀多人。发表论文《高密民间年画纵横谈》、《高密民间传统剪纸》等。
1932年出生于山东省高密县康庄镇沂糖村（今属高密市醴泉街办康庄社区），在民间艺术熏陶下，自幼爱好绘画。
1950年后师毕业后，先后在初家镇小学、南关小学任美术教师。
1956年多次为地县级报纸创作插图。
1958年，在修建王吴水库的工地上，负责报纸的插图创作，并画了大量的速写图稿，同年，调入高密北关党校农业展览馆与孙志宝、蔡旭、邹龙友等负责展览的美术工作。后调至高密电影院从事美工、宣传方面工作。
1964年，创作年画《小黑妮》并被山东省群众艺术馆收藏，同年与齐新民合作的年画《洪水到来之前》被中国美术馆收藏。
1970年调入高密文展馆任美术组组长。
1973年与孙志宝合作的连环画《警钟常鸣》由山东人民出版社出版。
1974年连环画《麦场小哨兵》由山东人民出版社出版，同年创作的年画作品《站在云头望北京》，与焦宏训合作的《走毛主席指引的路》由山东美术出版社发表。
1975年开始挖掘、整理、研究、宣传高密民间艺术，并成立学习创作班。
1977年，同文化馆同事徐作清到姜庄镇聂家庄探讨泥塑艺人，并动员泥塑艺人重新搞起泥塑展览。
1978年在各级领导支持下，在县文化馆组织举办聂家庄泥塑预展，取得成功后，泥塑艺人在此基础上信心十足的投入到泥塑生产中。
1979年春节期间组织举办高密历史上的第一次泥塑展，面向社会公开展出，并得到社会各界的好评。同年，在高密县南河湾供销社旅馆（俗称马车店）内，召集部分民间艺人，举办一期以学习整理民间艺术的培训班。
1980年山东省举办民间美展，带领高密文化馆工作人员及民间艺人积极筹备参展作品，收集到扑灰年画、半印半画、木版年画、蓝印花布、民间刺绣、风筝、草编、馍榼等大量作品，引起了国内外各界人士的关注，山东民间美展晋京后，得到了国家文化部有关领导和民艺专家张仃、李寸松等同志的赞赏和许可。从而使人们通过民艺认知了古城高密。
1981年积极、努力筹办高密民间风俗艺术展，期间得到好友潍坊艺术馆馆长鲁鸿恩的帮助，在筹措民间展品期间，他一边挖掘收集，一边整理归类，并逐渐完善高密民间艺术的理论体系。
1982年建成高密民俗陈列馆，开馆后，省、地、县各级领导专家都到高密观展，纷纷给予高度评价，使民间艺术提上了领导的工作日程。同年，创作连环画《西游记》并由山东人民美术出版社出版。
1983年成立抢救民间美术领导小组，并举办以继承传统技法，发扬研究创新的主题的民艺学习班。期间，得到中国美术馆研究员李寸松、潍坊群众艺术馆鲁鸿恩、县委书记赵凤池、县宣传部副部长陈亭俊等同志的充分肯定和支持，部分民艺作品参加了在中国美术馆举办的“山东民间工艺美术展览”，并得到一致好评。
1984年积极带领文展馆人员筹划晋京举办“山东高密民间艺术展览”，共筹集展品1200多件。其中扑灰年画精品二十件（1、四老墨屏、2、姑嫂闲话、3、燕青卖线、4、四季花、5、团扇美人、6、凤凰牡丹、7、麒麟送子、8、花屏、9、踢毽子、10、清装美人、11、刘海戏金蟾、12、大横披、13、回荆州、14、母子图、15、清装母子、16、家堂配轴、17、绣鞋记、18、游湖、19、双童献寿、20、开榴长寿）半印半画十七件（1、四老墨屏2、二十四孝、3、人仙、4、游湖、5、万事如意、6、博古屏、7、家堂、8、杨家将、9、荣花富贵、10、福寿双全、11、二堂财神、12、横披、13、天河配、14、状元游街、15、榴开百子、16、四爱国、17、财神）这次在首都博物馆举办的高密民间艺术展览，引起了国内外专家学者的充分肯定，并在首都艺术届产生了巨大的震撼性影响，也为高密被国家文化部授于高密“中国民间艺术之乡”奠定了基础。同年，创作的年画《巧闺女》获山东年画展览二等奖。
从1975年开始，作为当时的县文展馆美术组负责人，他在创作之余，积极挖掘、整理高密民间艺术；带领工作人员及民间艺人筹备作品，参加了“山东民间工艺美术展览”，筹办高密民间风俗艺术展等展出活动，引起各级领导和有关专家学者的高度重视。1983年，县里成立抢救民间艺术领导小组，并举办了5期民艺学习班。作为辅导员，他不仅为我市培养了一大批民间艺术人才，他的学生有的还成了全国、全省知名画家。1984年，他组织、筹集扑灰年画、剪纸、泥塑等民艺展品1200多件，在首都博物馆举办了“山东高密民间艺术展览”，引起巨大轰动。“高密三绝”从此闻名遐迩，为我市被国家文化部授于“中国民间艺术之乡”、扑灰年画被列入首批国家级非物质文化遗产奠定了基础。调到潍坊市文联工作后，他除了研究并创作国画外，还致力于高密民艺理论研究，创作并发表了《高密民间年画纵横谈》、《高密民间传统剪纸》等论文。他编撰并组织拍摄的高密民俗艺术文献资料片《乡土瑰宝》，再现了我市各个不同时期的乡土风俗和长期以来在民间所起的教化作用，成为研究高密民间艺术的珍贵资料。
