刘灿章（三沧），1954年5月生，河南淮滨人，曾任《青少年书法》杂志执行主编、书法编辑部主任，现为河南美术出版社编审，河南省直书法美术家协会副主席兼秘书长、河南省书协理事兼出版委员会副主任、河南省书画院特聘书画家、中国美术家协会会员、中国书法家协会会员。
书画作品多次参加省及全国大展并有多篇书画理论文章发表。有多幅书画作品被国内外文博机构和政要收藏。
出版有《刘灿章书法作品集》、《好书数行——王铎和他的书法艺术》《刘灿章扇面集》、《刘灿章书画选集》、《中国当代名家绘画品鉴系列——刘灿章》等。主编和责编的《王铎书法全集》(1-5卷)获中国首届书法兰亭奖·出版编辑奖、第六届国家图书奖提名奖，责编的《汉碑全集》(1-6卷)获2006年度全国文博考古十佳图书奖、第十六届优秀美术图书金牛奖特等奖、第三届中国书法兰亭奖·编辑出版奖二等奖、首届国家出版政府奖提名奖，责编的《龙门二十品》获全国编辑学会评选的金牛奖金奖，责编的《河南书法年鉴（2007）》获全国地方志系统第二届年鉴特等奖等多种奖项。
