谭英林，字华初，署文野、随缘斋主，1940年7月生于山东潍坊，幼随乡贤郭兰村、郭味蕖、徐培基习画。1963年毕业于山东艺专。1980年在西南师大全国高师工笔花鸟、工笔人物研究班学习。1982年由曲师大调山东艺术学院晋升教授、花鸟画硕士生导师。历任山东艺术学院副教授、教授、花鸟画硕士研究生导师。现为中国美术家协会会员、山东省政协委员、山东美协顾问、山东美术史资料库副主任、山东当代国画研究院副院长、山东老年书画研究会常务副会长等。山东艺术学院教授、硕士生导师、王雪涛艺术研究会常务理事、山东东方艺术院书画艺术委员会艺术顾问。多家辞书聘为顾问编委、理事。擅工笔花鸟，尤长墨龙，取法五代、两宋，对院体花鸟画研究有素。意笔花鸟远鉴青藤、白阳，近师于希宁、柳子谷、王企华等，作品笔精墨妙，雅俗共赏，并涉足美术史论。
入编《中国当代书画家百人》、《中国美术家》、《中国当代国画家辞典》等八十余种典籍。作品、论文先后被多家报纸杂志、电台报道和作专题介绍。作品被中南海、人民大会堂、毛主席纪念堂等收藏。出版有画册、技法丛书、专著等十余种。并参加国内外多次大展并获奖。
学术论文《宋雪岩[梅花喜神谱]的研究》先后获大文化学术评选活动一等奖、首届山东省艺术教育优秀论文一等奖。《红梅画法》、《丝瓜凌霄画法》等七册技法丛书（合作）1988年获优秀著作二等奖、人选全国优秀图书目录集，《报春》1995年获纪念世界反法西斯战争暨抗战胜利50周年书画展一等奖，《花卉》1997年获全国教育系统书画作品大展铜奖，《梅花》1992年获中国南京国际梅花奖，2002年获国家人事部颁发的“当代中国杰出人才奖”。作品流传海内外，颇受青睐。 
出版有《红梅画法》(合作)、《菊花画法》(合作)、《中国当代艺术画库·谭英林》、《中国画家大传·于希宁》等。
