刘法禄，一九四七年生，原籍河南焦作。清筠斋主人，他以诗书画为业，走过了半个世纪，被誉为“当代板桥”“天下一竹”。是中国当代最具学术价值和收藏潜力的实力派书画家。
早在一九八三年原中央美院院长，中国美术家协会主席吴作人和夫人，非常喜欢其墨竹，称其为“河南板桥”，并题词鼓励。著名作家吴运铎，诗人臧克家收藏其作品并题词。老一辈革命家陈云、彭真收藏其作品。后又被党和国家领导人华国锋、李瑞环、李克强、刘淇、张百发等收藏。
一九八四年其作品作为赴日中国医学代表团礼品，后为国礼特供艺术家。到2009年，画家被提名为“新中国国礼艺术大师”“建国60年60家”之一
他是著名的花鸟画家，以画竹子、牡丹见长，画竹随心所欲，挥洒自如；画牡丹艳而不俗，虚实融通，诗、书、画自成风格，他自称“民间画家”。注重自身的修为，以学为乐，以画为乐，以传播民族文化为己任。
刘法禄先生现为中国书画研究院副院长，中国书画研究院广州创作中心，东莞创作中心顾问，广州黄埔书画院名誉院长，国际华人慈善基金会理事。
