黄洪涛，毕业于鲁迅美术学院。现为中国美术家协会会员、国家一级美术师、辽宁省美术家协会副主席、辽宁省中国画艺委会委员、鞍山市美术家协会主席、辽宁省人大代表，鞍山市政协常委、鞍山市专业技术拔尖人才、鞍山市书画院专职画家。
