刘胜洋，祖籍河北省秦皇岛市，1968年11月生人。1991年考入天津美术学院绘画系，1995年毕业，获学士学位。2010年毕业于中国艺术研究院国画研究生班，2011年天津美术学院中国画研究生毕业，获硕士学位。主攻人物、花鸟。
作品曾多次入选国内外大型美术作品展览，并在多种专业刊物上发表，《三人头像》入选1992年全国美术学院在校生优秀素描习作展；《向日葵》入选1994年中国首届静物展；2001年8月应美国苗必达市市长的邀请，参加中美文化艺术交流展；同年12月，应旧金山市市长邀请举办个展；2002年5月应美国国家教委邀请，参加中美艺术家联展；2007年《大展宏图》参加天津市艺术展获天津市十佳青年美术家称号；2007年《傣族风情》参加全国名家提名展；2008年9月《老海河的建设者》获艺术展二等奖；2008年11月《夏月时》获美术联展优秀奖；2008年作品《梦》系列参加全国十一届美展；2009年3月参加“寻找美丽中华”南非艺术之行写生展；2009年4月《傣族姑娘》参加陈少梅百年诞辰邀请展。
多年来一直致力于艺术创作并力争在漫长的艺术道路上不断探索和创新！
