周茂生，1939年8月生，北京通州人。大专文化，天津美术学院教授、硕士研究生导师，天津美协会会员，天津美学学会会员，天津高校史志研究会会员，天津高教管理研究会理事。1956年考入河北师范学院美术系（天津美院前身），1961年毕业留校任教，此后历任《河北美术》杂志社编辑，河北省出版局《画刊》编辑室副主任，天津美术学院教授、图书馆员、院党委办主任、院学报副主编等职。
在学期间，初从李骆公、秦仲文、吴光宇、张其翼、孙其峰等名家学绘画，后从阎丽川等转攻美术史论。工作后，长期从事美术理论研究和中、西美术史教学，同时兼事绘画、篆刻、摄影的艺术实践，治学严谨，博及古今，为艺术教育与文化艺术事业做出了贡献。曾主编《中国造型艺术辞典》、《人生术典·艺术编》；参编《艺术美育》、《中国书画鉴赏辞典》、《外国美术名词浅释》、《金农书画集》、《中国高等艺术院校简史集》、《中国高等学校变迁》等。发表论文数十篇。另有画作在第十届亚洲国际水彩画展、北京白雪画会等处展出，影作在天津第八届摄影艺术展上展出，并被刊物选刊。
