陈忠南，江苏无锡人。中国美术家协会会员，国家一级美术师，号江南渔父。1966年毕业于江南大学造型美术系，曾任扬州国画院院长、扬州市文联主席。现任扬州市美协主席、中国美协江苏创作中心副主任，日本、中国艺术联合会海外名誉主席，扬州大学特聘教授。
曾应邀访问过日本、西德、香港、澳门、新加坡、马来西亚、泰国、韩国作展览或艺术交流活动。国内外多家专业刊物予以发表介绍其作品。英、日地方博物馆、国内美术馆多有收藏。l996年入编《世界当代书画篆刻家大词典》，进入《国家文化艺术人才库》，收入《世界名人录》。
作品曾获世界华人书画展铜奖，全国当代小品精品展银奖，江苏第二届山水画展铜奖，江苏庆祝建国55周年美术作品展优秀奖(二幅同获)等。
作品入选1998年全国书画大展，首届北京国际双年展，全国当代花鸟画艺术大展，第十届全国美展等十余次全国展览。出版《陈忠南画集》五种。
陈忠南的花鸟画创作面极宽，几乎囊括中国花鸟画的方方面面。纵观他的绘画作品，他对中国画传统的理解和继承，似乎不是在形似方面，而是在"笔墨当随时代"(石涛语)、"同能不如独诣"(金农语)这一意义上，并赋于新的诠释，表现出新的思维和新的逻辑起点。因此，他的绘画不可以旧的文人画视之，常常焕发一种"奇气"，令人看后思索良多，富于新的启迪。其艺术风格大体有如下特征。　于陌生化的道路上探索自我，是其绘画特征之一。陈忠南笔下的物象，并不追求后现代艺术情境的变形、夸张、隐喻，多是人们所熟悉的内容，但是一经他艺术构思，便别开生面，给人以熟悉而又陌生的感觉。例如画鱼，这是一常见的题材，清代李方膺、虚谷、近代齐白石都是画鱼高手，寥寥数笔勾出鱼的神态，水面不着一笔，调动人们的想象，给人虽不画水而满纸皆水的感觉。但陈忠南画鱼，并不因袭前人，自出新意。他画的鱼，细致人微，通过鱼体曲线的变化和鱼鳍的翕张表现鱼的形态，可谓是一大发明，达到形真、神真、意真的效果。在背景的烘托上一反程式，他对水的表现别出匠意，以色彩的对比，画出水的深浅和透明度。这样鱼在水中憩歇、游弋、移步换影之姿得到惟妙惟肖的体现。陈忠南画鱼，不仅画水，而且画岸、画水边的悬崖峭壁、山花藤蔓，全方位勾勒鱼的生活环境，使观画者能随着他的彩色明暗，背景的构置有进入鱼群之中而产生一种自由感，去体验画家在物化过程中你中有我，我中有你，你我不分的"观鱼之乐"。这样，陈忠南就将传统的简约、只可意会不能言传的画鱼法则引向一个全新的语言表述境地，以相反相成之道工辟了全新的审美视觉，这是当代中国画创新思维、新语境及语言变换，值得我们注视。
