罗智慧，1958年出生于四川梓潼，1977年至1978年江油石油川西北矿区3218年井队新工，1978年至1979年四川石油农副业处秘书长内务，1988年毕业于四川教育学院美术系国画专业，1991年至1993年日本鹰美术日本画系专业日本画专修，1997年研究生结业于日本岛根大学现代设计艺术专业，2003年获日本上月教育大学美术教育硕士学位。现为四川省诗书画院高级画师，四川省美术家协会理事。曾先后六次在日本、美国举办个展，作品在国内外大展中曾多次获奖。其作品以人物画为主，偶作山水、花鸟。1982年获成都市宣传画展二等奖。1994年获四川省建国45周年优秀作品奖。1997年获日本上野森美术馆奖。1997年获日本东京都议会议长奖。1997年获日本岛根县日本画协会奖。1999年获四川省建国50周年优秀作品奖。2000年业绩入载四川妇联1991-2000《巾帼建功·十年回眸》。
2004年获《二○○四中国新闻人物新年论坛》先进个人。作品曾入选第四届全国年画展，第八届、第九届全国美展、当代中国名家作品展，全国新时代中国画作品展、2000年全国画院双年展、二十世纪天府百年百人展、中国·四川十一家中国画邀请展，并在日本多次参加各项大展，先后六次在日本、美国举办个人画展，作品为中国、日本、美国、澳大利亚、香港等地识者典藏。出版有画册《罗智慧画集》《罗智慧速写游记》。
