关麟英：蒙古族，1940年生于内蒙古呼和浩特。擅长中国画。1964年毕业于中央民族学院美术系。
1946年毕业于中央民族学院艺术系美术专业(现中央民族大学美术学院)，修业本科五年。师从马晋、吴镜汀、吴光宇、王雪涛、秦仲文和黄钧前辈。
