程小琪，1955年出生，广东潮州人，现任羊城报业传媒集团副总经理，是一名高级记者。
现任羊城报业传媒集团副总经理，高级记者。研究生学历，高级工商管理硕士（EMBA）。现为广东省收藏家协会副主席、广东省美术家协会策划委员会委员、广东省直机关美术家协会副主席、广东作协书画院副院长、羊城晚报书画院副院长、广东潮联文委会副主任、广东潮联书画院副院长兼秘书长、广东省美术家协会会员、广州市美术家协会理事。
2011年7月出版个人画集《当代国画名家作品研究·程小琪——莲华清影》（安徽美术出版社出版）。
2012年8月至9月在广东美术馆举办《荷语——程小琪中国画作品展》。
2012年12月30日在中国美术馆举办《荷语——程小琪中国画作品展》。本次展览展出了程小琪近年来创作的40余幅以荷花为主题的中国画和运用荷叶皴技法创作的山水画作品。
近年来，已有《墨荷》《金塘》《书斋有诗意》《我知鱼乐》《卷舒开合任天真》《紫气东来》等一批作品入选参加全国、广东省、广州市美展。
