李一平，甘肃省正宁县人。1976年毕业于西北师范大学美术系。2007年结业于中国美术家协会中国画高研班。中国美术家协会会员，甘肃省美术家协会理事，现任庆阳市美术家协会主席，庆阳市画院院长。
有百余幅作品参加全国和省以上展出、获奖。其中《冬碾》入选第九届全国美展，获甘肃省美展一等奖，第三届敦煌文艺奖《打秋》入选纪念建党80周年全国美展、获甘肃省建党80周年美展一等奖、第四届敦煌文艺奖；《安居乐业》入选全国第八届群星奖；《老窑新唱》入选中国第四届艺术节美展；《陇东燎疳节》获全国风俗画大奖赛优秀奖、首届甘肃敦煌文艺奖；《黄土高坡》入选《纪念毛泽东在延安文艺座谈会讲话发表五十周年》全国美展、获省美展一等奖。作品被广东美术馆、陕西民俗博物馆永久收藏，作品曾随展览在美国、捷克、香港等国家和地区展出。
