邓敦伟，男，字骅跃，号海角人、骥足斋生，生于1942年，广西合浦人，汉族。毕业于广东湛江艺专学校。现为中国工艺美术家协会会员、中国工艺美术学会理事、中国工艺美术家协会常务理事、广西工艺美术学会副会长、广西文史研究馆馆员、第八届广西政协委员、中国民主同盟钦州市委员第一、二届专职副主委兼钦州市首届文联副主席。
邓敦伟擅长古典人物画，尤擅画关公。荣获“广西工艺美术大师”和“国际金奖艺术家”等称号。他创作有国画《水浒一百零八将》等数百件，作品在各级报刊和出版社发表出版，有部份作品入编《当代中国名家书画宝鉴》、《20世纪国际现代美术精品荟萃》、《当代书画名家作品集》、《中日现代美术通鉴》和《世界书画铭录》等大型画集，出版有专集八开本画册《古装人物画稿》和《古代武将线描图谱》。其中，他创作的国画《水浒一百零八将》、《躅汉五虎》和《八锤闹朱仙镇》等十件作品在各出版社出版发行达2000多万份，是广西年画发行量之最，邓敦伟因此被出版部门誉为“门神虎将”。他的作品多次参加海内外各级美术展览并获奖，多次在海内外举办个人画展，深获赞誉。传略已编入《中国现代美术家人名大辞典》、《世界华人艺术家成就博览大典》和《世界名人录》等100多部典籍之中。
邓敦伟还是高级工艺美术师，中国陶艺家。1962年由广东湛江艺专毕业后分配到钦州坭兴工艺厂负责美术设计工作。先后在坭兴工艺厂、二轻局、地区经委和地区工艺美术公司从事工艺美术设计、研究和管理工作近40年。为厂研究和设计泥兴陶工艺品300多种，出口到五大洲30多个国家和地区及参加全国工艺美术展览和国际博览会。他是坭兴陶历史上第一个从美术院校受过专业教育出来的人，他的一生，为坭兴陶画上历史性一笔。
