陈北辰，1956年生，福建省福州市人。1982年毕业于福建师范大学美术系。现任职于福建日报摄影美术部副主任，主任编辑，福建省美术家协会常务理事。多年来致力于中国画的艺术创作，1991年中国画作品《秋水》参加纪念辛亥革命八十周年全国书画大展，1993年中国画作品《一缕炊烟》入选首届中国画大展，1993年作品参加93中国新文人画展，1995年作品参加东南中国画展，1999年作品《幽幽闽山》入选第九届全国美展，2000年作品参加东南中国画展。
