张仲平系歙县人，1939年出生于北京。笔名梦松，号黄山人。现为中国美术家协会会员、国家一级美术师、安徽文史馆特约研究员、黄宾虹画院院士、安徽新安画院副院长、安徽新安书画艺术会常务理事、安徽松风竹雨艺术研究会副会长、香港新华书画通讯社荣誉书画家、民建中央画院画师、合肥市政协书画研究员等。
90年代初，曾两次应日本政府邀请，随合肥市政府代表团赴日本进行友好访问与艺术交流，并举办个人书画作品展。博得广泛好评。作品《黄山天下奇》，荣获92年国际中国画大展银牌奖。多幅作品被几十个国家和地区所收藏。其艺术传略入编《中国现代美术家名人大辞典》、《中国现代美术家名人录》、《世界当代书画家名人辞典》、《歙县地方志》、《徽州文化全书.新安画派》等辞书。今年出版了大型精装本《新安张氏翰飞、君逸、仲平书画集》，被各大院校、及图书馆、博物馆收藏。
