丘宁，甘肃兰州画院专业画家、创作部副主任，国家二级美术师，中国美术家协会会员。1995年毕业于西北师范大学美术系国画专业，获学士学位。2001年研修于中国美术学院国画系人物画专业，2005年首都师范大学美术学院国画专业硕士研究生。2007年应多伦多大学邀请去加拿大参加国际学术活动，现为兰州收藏文化交流协会理事，副秘书长。
作品主要参加了2003年“形式的意义”现代水墨作品展，2005年“水墨敦煌—当代中国画名家学术邀请展”，2006年“多重语境”水墨作品巡回展，作品荣获庆祝中华人民共和国成立55周年全国青年书画展优秀奖，第二届全国少数民族画展优秀奖，第十四届当代中国花鸟画大展精英奖，第十一届亚洲艺术节大展"走进鄂尔多斯”优秀奖，21世纪中国当代艺术家12人巡回展“水墨敦煌—当代中国画名家学术邀请展”。
多幅作品发表于《美术》，《美术观察》，《美术报》，《中国文化报》等报刊。
