陈滞冬，生于成都。1984年获四川省政府颁“四川省哲学社会科学科研成果奖”。1985年四川省总工会颁“四川省职工自学成才奖”。1987年四川师范大学中国古代文学研究所毕业，获文学硕士学位。1993年四川美术家协会在四川美术展览馆举办《’93陈滞冬画展》。曾供职成都永陵博物馆、四川师范大学中文系、四川省外文书店艺术部。现为自由职业书画家、自由撰稿人。中国书法家协会会员，中国青年书法理论家协会副主席，四川省书法家协会常务理事兼创作评审委员，四川省美术家协会会员，四川省巴蜀文艺基金奖书法类评委。
