李学英，亦名学瑛，女，河北省周县人，生于1935年。1954年考入天津河北师范学院美术系(天津美院前身)，国画课承著名画家张其翼、孙其峰教授。1958年毕业后留校任教从事工艺美术教学工作。现为天津美院教授、中国工艺美术学会会员、中国美术家协会会员。结合教学工作，先后编著了关于工艺美术内容图书共计十册（合作三册）行世。在绘画方面比较喜欢水彩画和国画。有幸的是于70和80年代我与孙其峰、溥佐二位老师同住一个大院并为近邻，二位老师平易近人和诲人不倦的品格使封她有机会亲眼目睹老师作画，并有时临摹老师原作，更得到老师指教，耳濡目染受益匪浅，为日后国画创作奠定了基础。同时也重视写生，从生活中搜集素材，从而丰富了创作。工艺《兰色世界》获第十一届亚运会展览优秀奖、国画《冰清玉洁》获纪念邓颖超同志美展三等奖、《墨斗兰》入选海峡两岸名家工笔画展、《红荔枝》入选庆祝建党八十周年市画展。退休之后，着重研习国画，在传统技法上，试图注进水彩画之色调冷暖、光影变化等表现技法以追求其真实、生动的艺术效果，说明工笔花鸟画自身具有的东方审美情趣之丰富和华夏文化底蕴之深厚。正如文化部艺术品鉴定评估委员会副主任欧阳希君先生所评：“画面空间饱满、通透，形象结构严谨、灵动，典丽古雅、气韵酣畅。她将西方古典绘画的光色效果运用于传统工笔画，使作品面貌为之一新”。如《红辣椒》、《草莓》、《洋兰》、《朱顶红》等，创作了一些新颖的工笔国画，得到了同道们的认同，亦颇受观众赞许。其作品《斑鸠梨花》等入选第六届全国花鸟画展，收入作品集，其中部分作品获奖，并被多部画集收录。辞条辑入《中国当代美术家人名录》、《中国现代美术家人名大辞典》、《中国当代艺术界名人录》等。
