常庆利，男，汉族，生于辽宁庄河，农工党党员，1978年随家迁入抚顺，后移居大连。现任农工民主党中央书画院副院长，国家一级美术师，中国美术家协会会员，辽宁省美术家协会理事，辽宁省青年美术家协会副主席，硕士研究生导师。
出生在军人家庭的常庆利，从小长在海岛，大海给了他宽广的胸怀和对大自然独有的钟情。父母虽然不是艺术家，但父母对美术的爱好给了他自由的学习空间。妈妈的绣花样子，爸爸的点滴教化，使得小小年纪的常庆利就习惯了用画笔自由地表达自己的内心世界。说起养育自己的这片土地，常庆利感慨万千：“大连虽然城市不大，文化上也不如北京、上海那样厚重，但我今天能在绘画上取得一点成绩，还得说是沾了这方水土的灵气。”
他是当今国内颇具影响力的实力派画家，师从当代国画大家宋雨桂先生。在中国写意花鸟画的创作上大胆实践，刻意创新，形成独具特色的艺术风格。作品多次参加国内外重大展览，并多次获得国家级奖项，受到专家及业内人士的好评。除了加强自身的业务学习和理论修养外，他以自身的艺术专长为社会真诚奉献，常年为200余名中小学美术教师传道、授业、解惑，使他们受益匪浅；多次到高校、中学等地无偿举办讲座。
2006年由国内最具权威的中国国家画院首次举办了国内首届花鸟画精英班。他是辽宁省唯一进入此班的中国画家。此次精英班旨在培养中国画后备力量的，使他自己在中国画的创作及修养方面有了很大程度的提高，甚至产生了质的飞跃，其作品并相继在中国美术馆、山东张立辰艺术馆等地举办联展，广受好评。

他更加注重在艺术理论上增强学习和总结，多篇论文《观玉听香》、《旷古霜华》、《远看见佛》等发表在国内多家专业美术刊物，多幅中国画作品在《中国花鸟画》、《魅力水墨》、《中国典藏》、《东方墨·当代中国美术家邀请展》等相继发表。
