宋亚亭，字溱石，号竹度，又号竹度轩主人，1940年生于江苏溱潼古镇，浓郁的田园风情和秀美的湖光景色，滋润养育了优生朴实、率真的个性，深厚的古镇文化底蕴，薰陶了作为一个艺术家、画家应有的品格和文化素质，使之在艺术发展的道路上能如鱼得水，取得辉煌的成绩。
幼时，喜爱美术，在扬州中学读书时，受江轸光先生启蒙，后以优异的成绩考入南京师范大学美术系，师从陈之佛、傅抱石、黄显之、杨建候等大师，又亲得秦宣夫、黄纯尧、吕斯百等诸位大师的指导。
专攻中国画，深得诸位大师的笔墨真髓，尤擅画鱼，素有维扬画鱼第一人之美誉。
1963年毕业后，先后在铁道部唐山机车车辆厂宣传部，唐山市美术展览馆专门从事美术创作，其间先后创作了大量的中国画及连环画作品，并多次下到基层，体验生活，创作了一批反映大庆一线工人的美术作品。
1985年调回扬州，开创职业大家美术系，并一直从事中国画教学和研究工作。
其中国画传承传统，功底深厚，画风清新、典雅，超凡脱俗。
近年来在传统基础上力求突破，正如他做人一样其率真、憨厚、朴实的情怀始终流露于他的笔端。
其作品《震后展新容》入选全国第三届美展；
作品《溢彩流金》入选第九届全国美展；
作品《今韵》入选第一届全国漆画展；
作品《东方神鹿》入选第七届全国体育美展；
作品《牛气冲天》、《午夜旋律》等获江苏省优秀作品奖；
作品《飞雪迎春》、《鱼乐》、《荷塘秋鱼》、《洁露》、《阳春草生》等被海内外美术馆，社会团体机构，
个人收藏。
1980年包装设计《千层锁》、《游标卡尺》分获第一届全国华东设计大奖和第三届全国包装设计大奖。
辞条编入《世界现代美术家辞典》二次编入“中国美术家”。
2006年入选《中国书画博览》（2006年最具收藏千里100家），2007年出版作品集《美术家宋亚亭》。
近年来多次在全国举办个展并应邀赴海内外进行学术及书画交流。
