张春新，1954年生，河北唐山人，1983年毕业于四川美术学院并留校任教，1990年结业于中国美术学院，1998年3月调入重庆大学人文艺术学院。现为教授、博士生导师、教育部全国艺术教育委员会委员、全国学位办艺术学博士授权点评委、中国美术家协会会员、重庆国画院副院长。他长期致力于中国人物画的研究和教学工作，在中国画的创作中努力寻找新的视角符号，并形成了一定的个人风格。作品曾参加第六至九届“全国美展”及多届“全国体育和教师节美术作品展”（国家级）。
其作品《重庆大轰炸》、《四渡赤水》、《白日——关天培血溅虎门》、《出夔门——记邓小平离渝赴法》、《同心图》等，多次获文化部等主办单位奖励；13次获四川省优秀作品奖；6次获重庆市优秀作品奖。
2001年，主持完成国家级文物保护单位《合川钓鱼城文物保护规划》、《泸州神臂城文物保护规划》
2002年，主持制定国家级重点项目《中国工农红军四渡赤水纪念地规划》。作品在《人民日报》（海外版）、《美术》、《美术观察》、《国画家》等报刊刊载，多件赴美国、俄罗斯、日本、英国、新加坡、马来西亚等国家和我国台湾地区参展并被收藏或出版。
