赵怀禹，安徽省来安县人，1936年生于南京。中国书画家协会会员，安徽省美术家协会员。曾任滁州书画院院长。实力派画家。
现为江淮中国书画研究院院长，安徽省中国画研究会理事。号铸鼎，斋名梦梅斋，自号芝篁山翁。来安县新安镇人。幼承家学，初中辍学后，长期坚持自学，拜访名师。受书画大家张书旆、柳子谷的启蒙教育。早年专攻花鸟画，后又兼攻山水画。历任《滁州报》美术编辑、副科长、画院院长、中国书画家协会理事、安徽省美协会员、安徽省中国画五人评审小组成员、山东大学书画院高级画师、客座教授，北京书画艺术研究院研究员、中国画艺术委员会委员、江淮中国画研究院院长等职。60年代，连环画《兵临城下》由江苏人民美术出版社出版，剧本《无双传》由上海百花文艺社出版出版。多篇诗歌、小说在《安徽文艺》《新华日报》上发表。绘画作品被江苏人民美术收入《当代写意花鸟画赏析》。专集《赵怀禹中国画集》由人民美术出版社出版，《赵怀禹山水画选集》由四川人民美术出版社出版。曾在合肥、济南、扬州等地举办个人画展。多次参加全国大展，并获奖。1987年，应日本瑞穗南画院邀请赴日本，在长崎、大阪、京都等地进行学术交流，举办个人画展。绘画代表作品有《甘霖》《春在枝头》《黄山组画》等。
